The Oil and Pipelines Agency manages, operates and maintains naval oil fuel and petroleum storage depots on behalf of the Ministry of Defence in the UK and overseas.
As such it is required to meet the requirements of the Defence Maritime Regulations and conform to best practice laid down in Oil Companies International Marine Forum (OMIF) and Port Marine Safety Code (PMSC) standards.
Challenge
As is customary with responsible terminal owners and operators, reviews and updates to marine safety management systems are regularly undertaken by independent parties to ensure best practice is always achieved.
Solution
NASH Maritime, a specialist in port and terminal safety compliance, was asked to review and develop OPA’s marine safety management system including all procedures and systems to ensure they are aligned with best industry practices.
To undertake this and make our recommendations we:
- reviewed safety policy, procedures and assessments;
- visited each terminal to consult with:
o key personnel
o navigation stakeholders (including any overarching statutory harbour authorities)
Since undertaking the review and update to the OPA marine safety management system, it has been independently audited and gained Full Assurance against the PMSC and Defence Maritime Regulations.
